Overnall Plan for Evacuation of Japanese


le The general plan is to move the Japanese to the


nearest Assembly Center or Reception Center if sufficient


housing is available therein. This "lan contemplates:

2e Tne states now being considered for0x00B0evacuation have


been divided into areas in which certain social and economic factors


prevail. These areas are snown graphically on the attached mans


marked "Exhibit A". A description of these general evacuation areas


With the distribution of the Japanese population therein and the pro-


yosed redistribution of that population to Assembly Centcrs are shown


on "Exhibit BY'. The distribution of the over-all Japanese povulation


is shown on the attached census maps marked "Exhibit Ci,


3e At tne oresent time movements are being made in accord=


ance with the above general plan to take acvantage of construction


facilities as they become available in the respective Assembly Centers


and Reccption Centcrs. As nearly all of the Assembly Ccntcrs will be


available at approximately the samc timc, the evacuation of the Jap=


ancse population will, in thc near futurc, be almost simulteneously


executcd. In the actual exccution, however, urgent military nec-


essitics will be given prime considcretion = the apdlication of. the
